The project Elus d’Europe is a totally new step. It will offer transnational training involving a reflection on the role of European local politicians possible because we are all now living in Europe. It’s also a first step toward experiencing European mobility. This project is aimed at those local politicians who are responsible for education and professional training. The elected representative have been asking for up to date training to meet their new roles. They would like to exchange their professional experiences with their opposite numbers in other European countries. It would be particularly useful to work closely with those who have experience of decentralisation and transfer of power to the regions and local institutions. They would like to have more information about European construction.
20 elected representatives from the Alpes-Maritimes are currently benefiting from this training with the following themes :
The transformation of the role of elected representatives (the idea of European local autonomy, the notion of local decision making … and the area of their competences ;
The role of representatives in education and professional training
The training of the elected representatives (in law, Europe, etc.)
They will stay for one week in May and September 2009 either in Italy or Spain in partnership with the municipality of Rome and Progesti@ in the region of Castilla-Leon. Other places are also being considered like Porto in Portugal or La Valette in Malta.
Thos taking part will be selected according to their public and political profiles and their potential to pass on the experience to other colleges. A pilot committee will be responsible for making this choice.

INE will be responsible for :
- launch presentation/conference (training, participating countries, awareness of questions concerning Europe
- web site page
- distribution of teaching language tools
- half day of immersion language course
- distribution of a daily regional newspaper
- participation in cultural events
The teaching scenario anticipates that each beneficiary of the mobility program will be in contact with a local correspondent also elected. This situation will create a good basis for establishing long standing relationships.
The work plan will be in three stages over 18 months :
- preparation of activities,
- Training activities,
- Evaluation.

Producing an information leaflet
Creating a data base
An evaluation scale
A conference for the general public (October 2009)
At the end of the project, we will write a comprehensive summary of the experience which will serve as a “blue print” for others to use.

Themes which will be discussed during the project

 

Evolution of the main role of the local elected politicians in Europe

a- Europe now and decentralisation (including the historical background) : the European principle of local autonomy, reinforcement of the powers of local politicians, the notion of local decision making, the evolution of “gouvernance européenne”
b- Looking at the spectrum of different titles and functions of the elected representatives across Europe, maybe leading to a harmonisation of roles within Europe
c- Democratic aspects : debates about the professionalism of local representatives and the evolution of their role
d- Partnerships : European communication at local level, potential of economics, social and cultural level exchanges

The main role of the elected politician responsible for education and professional training
a- Definition of their work, functions, personal profiles, challenges, internal and external partnerships
b- Tools to help politicians to manage their work, quality controls at all levels
c- A few examples from across Europe like Spain, Italy, etc. A snap shot of regional and local political strategies, exchanges of experiences, difficulties, successes.

Training of politicians
a- Identification of needs and expectations : the development of their experience in their CV
b- Training and its evolution in a legislative framework : awarness of documents, case studies and existing laws
c- The European dimension : witnessing what is at stake from a European perspective
